I'll take a guess that Canada, Australia, New Zealand, Ireland and maybe India or even Japan use miles, bet there are loads more!

The UK still officially uses mph, and will probably continue to do so along as the US does.
India definitely does not use mph officially. I went there recently and all the road signs were in Km, and new cars had speedos calibrated in Kmh
So as far as I know that makes:

Barbados, Burma, Gambia, Ghana, Jamaica, Liberia, Muscat, Oman, Naura, Sierra Leone, Southern Yemen, Tonga and Trinidad do not use the metric system.

Ireland recently changed over to having speed limits in km p/h but most people just convert it in their head and refer to speed in miles p/h when talking. i think it's also the law here (since january 07) for new cars to have their clocks in kms but mines still in miles.
