No we are not required to shave our legs by any law. In fact in Basic training a lot of girls dont because it helps keep their legs warmer and its simply time consuming when you have very little time for a shower. But No there is no Military Law that tells you not to shave. In fact the regulations state you must maintain a feminine appearance.

As a civilian, you are subject to the laws of your community. In the military, the governing law is the Uniform Code of Military Justice, or UCMJ for short. You can look it up with a search engine on the Internet, but I've never read anything in it about shaving legs. And there's only one version, so there's no Men's version or Women's version. (In other words, if the women had to do it, so would the men.)

In the USN there is no regulation covering leg hair.
There are other regulations.
Hair can be no loner than shoulder leanght and 4 inches in bulk. No faddish haircuts allowed.
Nails must be cut and neatly trimmed and not interfere with your assigned duties. No outlandish nail colors or makeup.
Nothing that would bring undue attention to oneself such as pink har etc and the only body piercing allowed is one earing per ear.
