KOA right in Sacramento
Rancho Seco - 25 miles
Folsom Lake - several campsites with in 20 miles up to 50 miles to the far side of the lake. (Note:***** Bar is groups only, and I believe it is closed for renovations)
You can find many more campgrounds within one hour drive at the search list I have provided.

Try Folsom Lake there are several campgrounds around the lake. You can go up a bit higher and the Donner lake area is very nice, so is lake Tahoe, Collins lake.

There's a KOA campground in Sacto, if you mean "closest" literally. If you mean a nice outdoor camping area in the region, Downieville is really nice. http://www.pbase.com/jenn_dox/downieville

Near Folsom Lake, its called ***** Bar. Its pretty nice there.
