Yes they will honor marriages which have taken place in Las Vegas providing all the correct documentation is in order.

Note however that just because your dad marries a Canadian citizen it will not give him Canadian citizenship to stay in Canada permanently.

He first must apply apply and obtain permanent residence, then apply for Canadian citizenship and meet the same requirements as any other person seeking citizenship in Canada.

For more information on how to apply for permanent residence then visit the website below.

Just to clarify CPG's answer ....
The marriage is legal in Canada and recognized as such;
AND he WILL have to apply for permanent residency before he can work in Canada;

However, as a spouse of a Canadian citizen, he can apply for a visitor visa as he enters the country, and can live in Canada with his spouse while applying for permanent residency. Once the application process is about halfway through, (certain requirements met) he can apply for a work visa.

The process will take 9-18 months and cost about $1,200 in application fees and associated costs.

The information is available on the immigration website under sponsoring a spouse.

Further to the answers given:

Your dad should know that it is not necessary in Canada to be formally married in order to be legal spouses. This is one of the biggest differences in family law between the two countries.
