In my opinion the internet is a culture and perhaps a sub-culture of social behavior. It does have an effect on one's environment if a person allows that to be part of it. I doubt it would have an effect on evolution because in itself as it has no direct reflection in the elevation or particular circumstance of evolution because it is not a natural cause of change.
It does however, make an impact on society and in that respect it does make a strong statement upon the growth of intelligence at large. In any case, the evolution of man would progress regardless of the internet or the lack thereof.

imo it is not an environment. It is merely a highly advanced tool for communication. I wouldn't even give it a sub-group. And no, it won't affect evolution in that we would have to have had it around for a few millenia before that would even start to kind of get adapted to. An adaptation would be bigger softer asses and gigantic googly eyes that cannot focus anywhere else but in front of them, and the internet would have to have some kind of symbiotic or parasitic attribute that makes it unable to live without.

I think it could be classified as both. It's not an environment in which we live, therefore it won't have a direct impact on OUR evolution, however just look at the technologies that exist within the internet... they are evolving quite rapidly, no?
