It depends on how much you want to spend. The most common are ground chuck and ground sirloin. Those are two different 'cuts', or sections, of beef that are put through a grinder so it's cut into little pieces. Ground chuck has more fat in it, making it better for burgers, meatloaf, or anything that you're molding. The fat helps hold the shape once it's cooled a bit. Ground sirloin is better for things like chili and tacos. The meat industry hasn't used beef tongue in ground beef since the 1960's. That's not saying that private butchers don't do it, though.
