You can purchase a box at the post office but they're not a gift wrapping service. Unless the clerk is really nice and accomodating, you have to pack it yourself.

If you don't have a box, you can buy one at the post office. But you'll have to box it up before you give it to the clerk to mail. I think it's great that you're sending your brother a birthday present.

If you go to a USPS office they have boxes for packages that you can buy. Or if your gift isn't too huge it may fit in that flat rate box that they provide for (I forgot) about $14 and it delivers within three days.
Obviously if you just drop it in the mailbox they will not even touch it if it's not properly packed and labeled.

They sell boxes at the post office and at UPS. The post office wont pack it up but UPS will for a fee.

If you're willing to pay for it, you can go to a package sending service like Mail Boxes Etc. -- they will pack it up and send it, but it'll cost you.

It's your brother. If you can't find the time to wrap it and send it you should be ashamed.
Send him a gift card instead.

No. It's your job to box, tape, address it and put stamps on it. They do sell boxes, padded envelopes etc, but you need to do the rest.
