He lives in Rhode Island and his girlfriend is having some major drug issues. I need help to help him figure out how to be able to send the baby up to Ohio without getting n trouble for kidnapping or anything.

She would have to be determined unable to care for herself or others and have a Protective Commitment order signed by a judge before her rights of parenthood could be bypassed. Talk with someone at the clerk of courts office about the procedure for this. It is going to be VERY emotional for you, whether you think so or not, so be prepared to have a baby sitter or a friend that can watch him for about a twelve hour period when you have this done in case you have to make emergency arrangements for your wife or yourself. This will ensure that your son id being cared for and you can focus on getting mom better.
