Cuba and the US hate eachothers guts, yet they occupy apart of the island? Is it as simple as the US invaded, and set up a navy base there, and Cuba don't want to risk forcefully removing them? So there's nothing they can do about it.

We got it as an open-ended lease as part of an agreement for helping them in the Spanish-American war in the late 1890s. It was in U.S. possession not only long before Fidel Castro was born, but a good twenty years before Communism's holdings were beginning to form. As such, we will be keeping it for many years to come, regardless of what the political situation is in Cuba.

After we liberated Cuba from Spain the Cubans leased us the bay. We paid for it so they still have to honor the lease. It was not until Castro took over that American and Cuban relations went bad. Before that we were as close as we are with Canada.

Right now, it is American soil. It was leased to the USA in perpetuity. It is legally ours as long as long as we are willing to pay the rent It is practically ours as long as the US Navy wants to occupy it. But look at the Subic Bay and Clark AFB.. We abandoned our bases there and the land reverted to the Phillipines. We gave up the Panama Canal too. So look for it to go back to Cuba someday.

Prior to Castro we had and agreement with Cuba that we could lease the land until both countries agreed to turn it back over. While Castro wants the land back we are still using it under the basis of the original agreement.

When you are paying rent (regardless or not that the landlord cashes the check) its not an occupation its called leasing.
