This is because they can claim court and attorney costs. On 15,000 you can expect that to easily add another few thousand dollars.

However if the creditor does not know where the defendant is employed (to place a wage garnishment), the defendant does not own any property (to place a lien on), or the creditor does not have the defendants personal information IE checking account numbers (to do a bank levy), it might not be anything except a civil judgment on paper. BUT I take people to court for a lot less than that!!
