If your hair is dark blonde or darker- you'll need to bleach it out so the blue will stay longer and show up. If your hair is already light just buy a product like manic panic that you find at a store like HOT TOPIC or a head shop. Try Sally's Beauty Supply too.
A Word of Caution!!! Bleaching hair out is a serious process. You can do it at home, but I recommend a salon for at least that part. You can apply the blu part yourself. IF you still plan on doing this on your own please read the instructions to the bleach kit and follow them! Bleach can sometimes burn your skin so be careful. Make sure you leave it on until your hair gets light blonde-it will take a little while especially if you got dark hair.
Applying the blue will be messy, but that's about it and it will continue to wash out when you wash your hair so don't freak over all the blue suds. Be sure to wash out the sink or tub after washing your hair as the blue will stain EVERYTHING. Make sure you use a towel you aren't attached to and don't wear your fav. Hollister T while applying. Make sure you want to have blue hair for awhile, because even pro's won't be able to get it out. It'll fade and you'll get it all cut out eventually. Some of those colors are more permanent than others so make sure this is what you want.

To add to Hairsnipper, if you do bleach first, I'd suggest definitely going to a pro if you have dark hair. Dark hair will look yellowish/orangey after bleach and we all know blue plus yellow makes green. Meaning, once the blue begins to fade, you'll have aqua hair. If you want it true blue, the pro can bleach it and tone it as best as possible to help you keep the blue you're looking for.

If you use Manic Panic or any other semi perm, it will definitely dye EVERYTHING so have a friend help or at least lots of old towels. And soft scrub for your shower. Rinse rinse and rinse again if you don't want your color to bleed in the rain or on your pillow.

If your hair is dark you will have to bleach it out before you put the blue dye on so it will show up. Spencer's has both the colors and the stuff that bleaches out your original hair color. I'm sure Hot Topic has it too.

If you're not sure, then you may want to have a professional do it so you don't end up burning your hair w/ the chemicals or end up w/ a color you don't want.

They sell some wierd hair coloring products in the hair color section of most dept or drug stores. Fortunately, they are just temporary -- at least most of them -- and wash out after one use. I guess you could try ink if you wanted the blue to last.

i forgot what they are called but they have its at Sally's beauty supply for every bright hair color u can think of. they are not more than 15 bucks.
