Always the putter.
The other clubs always are used to loft the ball in the air, which you don't want to do on the green.
Plus you would be likely to damage the green with your club if you tried to pitch the ball closer to the hole, which would be frowned upon in the strongest possible terms.

putter. and if you're on the outer part of the green, and you're far from the hole you could possibly use a pw. but i would stick to a putter..unless you suck with that club.
