No, not strictly, because in broiling, the heat source is closer to the food, and the heat is really only applied to the top of the dish. That's why it's often used as a finishing technique. In baking, heat is applied more evenly, and dished might take longer to cook but the heating is more even throughout (if the oven is working correctly).

Besides the temperature, the only difference I see is that when you broil, the food is heated from the top of the oven and when baked, it's heated from the bottom. When you preheat the oven, depending on your type of oven, both elements may come on until the appropriate temperature has been reached (for baking) and then the top one turns off. That's why it's important to preheat your oven before placing food in it. I believe that if you put a cake in the oven and the top element was on, the "cooking" of the upper part of the cake make prevent it from rising correctly and brown it much too soon - long before the inside is cooked.

in broiling the food is in direct contact with the heat source , as it sits below the flame or electric element. broiling is a method used when one wants to brown or toast a dish as well as heat it.cooking from the top it requires the food to be turned over during cooking.this method works well for cooking meat to specified temps in a short period of time and gives it a grilled like flavor, simular to cooking on a gas grill except upside down.If your broiler is inside an oven it works best if you leave the door cracked open while broiling steak or the moisture and heat build up and you end up baking it instead of grilling it.
in baking the food is cooked by the HEAT of the heat source be it flames or electric element. it does not come in contact with the heat source as it is above it on a rack allowing the heat to circulate all around the food cooking it evenly for long periods of time.

Baking has to do with hot air circulating around a food product, and broiling is essentially upside-down grilling. Broiling is direct heat, and baking is heating the air which heats the food...

Baking refers to cooking in an oven and differs from roasting mainly in its reference to the type of food cooked–for example, one bakes a cake, but roasts a chicken.
Broiling means to cook by direct exposure to heat.

In a gas stove, the broiler is the very bottom drawer. It heats the food from the top at very high temp. Baking is in regular oven and heats from bottom. In Electric stove its all in the main stove area, and still heats from different directions.
