By researching other historical sources besides the Bible the tower of Babel was what is known as a Zigurat. In the Bible these Zigurats are known as High Places. They were used for worship of pagan gods. By building the Tower of Babel the people expressed their desire to worship other gods and of course, this displeased God.

He was displeased with the tower of Babel because of the people's prideful independence of God. Apart from God, there is no eternal life. God loves us, and wants us to be in relationship with Him.

It seems clear from the text that God was upset with them because they refused to obey his command to spread out and repopulate the whole Earth.
As for the first responder who thought that God was afraid of the tower reaching Heaven, then why does the text imply that God had to "stoop down" very low to see what the people were building (Obviously a sarcastic remark intended to imply that man could never build high enough to reach God.)?

Because they tried to build a tower to heaven. Why God hasn't stricken down the Sears Tower or Taipei 101 is a mystery to me.

GOD wants HIS PEOPLE to give HIM some "respect" and to be faithful to HIM. They were more interested in showing How GREAT they were. This was a slap in HIS Face and HE reacted by separating them. Have a wonderful evening.

Because they were attempting to build a tower to heaven so that they could practice their astrology to an unprecedented degree. It was for a religious purpose that spat in the face of God so he stopped it.
