It is called a developing country based on its economic statistics (e.g., GDP per capita) just like other countries are classified as developed or developing.
It's supposed to be an "objective" classification albeit the setting of the criteria and the thresholds is subjective.

Being called underdeveloped is a "subjective" classification and it implies (serious) shortcomings. And Thailand is certainly not underdeveloped compared to most countries in Africa.

When 50 percent of the population is involved in agriculture and produce 10 percent of the GNP. That is inefficiency. When a Thai person's education is required to 6th grade. That is another measure of being underdeveloped. When pollution from manufacturing threaten the health of their populous, this is a sign of a nation under-development. These are the reasons why I see Thailand on the rise towards being developed.

And one reason that it may take a lot of time for all to share the wealth is the corruption that is rampant in Thailand. I believe Her Royal Highness, the Princess of Thailand and or the Queen have made it a special project to better the education system in Thailand. I applaud their work.

Oh yes, it does not help that a few large corporations or conglomerates hold most of the wealth.

Take a look at the Philippines, as much money as the USA sent to the Philippines, only a few benefitted from it because of the corruption in the system.

You need to understand the Thai context of your assessment. The ruling class of Thailand has been very consistent over the centuries. They love Thailand the way it is. Thailand is in fact one of the wealthiest countries on earth and has been for much of its history. The fact that you don't see that wealth on the ground and spread evenly amongst the people doesn't men that the Thais feel underdeveloped.

Thaskin for example was making great strides for raising the standard of living in the Kingdom but ran afoul of the old guard and was pushed out.

I belive that there are still more Billionaires per capita and maybe in real numbers than anywhere else today...

because the wealthy don't want the working class to be able to get near them, so they make up schemes which promise wealth over a period of years i.e grow eucalyptus trees and we'll give you a good price only for the farmers to find the price suddenly hits rock bottom, and these trees poison the land for some years to come so nothing can be grown. This is just one example.
