Individual 1040's are not part of the freedom of information act. Tax returns are available typically only under subpoena. Even mortgage companies and other financial institutions cannot release information without a formal order from the court.

Nope. You might be thinking this because many of the politicians publish their tax information but individual returns are not open to the public or available to the public.

No, tax returns are strictly confidential between the IRS and the taxpayer. You may release your return into the public domain if you wish but nobody else can.
