Who attended:
The Pharisees who became Christian and "some of the believers who belonged to the party of the Pharisees" , Paul and Barnabas "along with some other believers", James the 'half-brother' of the Lord, "The apostles and elders" , "Judas (called Barsabbas) and Silas."
After ignoring Peter and what he had to say, it was decided that they would write a letter to the "Gentile believers in Antioch, Syria and Cilicia" telling them that they "abstain from food sacrificed to idols, from blood, from the meat of strangled animals and from sexual immorality."
Why?
Because "Moses has been preached in every city from the earliest times and is read in the synagogues on every Sabbath."
Their decision, in my humble opinion, was Legalistic and proves that James:
1) Had a lot of sway with Jerusalem Christians,
2) Was a Legalistic pervert of the Gospel.

The chief issue under consideration is whether or not the Gentiles need to become circumcised and begin following the Law of Moses. Paul and Barnabas take a adamant stand against this, insisting righteousness is by faith in Christ alone.
Read Acts chapter 15 to review the specifics.
You may also want to read Galatians chapters 1 and 2.

1) People that aren't circumcized, and don't particularly care to have parts of their genitals hacked off.
2) James the Just, Paul, and... some other guy... They decide that very few of the Jewish restrictions are still necessary, these restrictions include not eating bloody meat.
3) He talks about how people should do their own homework; Paul agrees.
4) They react negatively to the appeasement of pagans, Paul blames everyone but himself, then he gets Jesus to come back and bake everybody cookies.

2) I think the Pharisees, The Sanhedrin, The Sadducee's, and of course the scribes, which had a say for the common people.
And I think decisions involving probably the community and religion would be discussed..
