What you need to do is to stop feeding dry foods which has all the allergens in them

Nutrition since there are so many bad things out there is very important to your cat’s health
Contrary to what you may have heard, dry foods are not a great thing to feed a cat.
Dry foods are the number 1 cause of diabetes in cats as well as being a huge contributing factor to kidney disease, obesity, crystals, u.t.i’s and a host of other problems. The problems with it are that they are loaded with carbohydrates which many cats (carnivores) cannot process. Most of the moisture a cat needs is gotten
out of the food and 95% of it is zapped out of dry foods in the processing. Also, most use horrible ingredients and don't use a muscle meat as the primary ingredient and use vegetable based protein versus animal. Not good for an animal that has to eat meat to survive.
You want to pick a canned food w/o gravy (gravy=carbs) that uses a muscle meat as the first ingredient and doesn't have corn at least in the first 3 ingredients if at all. Fancy feast is a middle grade food with 9lives, friskies whiskas lower grade canned and wellness and merrick upper grade human quality foods. Also, dry food is not proven to be better for teeth. Switch out the plastic bowl he's eating out of for a flat ceramic or glass plate instead.

What you're seeing is feline acne, the cat rubs his chin in the bowl chasing down the dry food, or rubs into the wet foot, then doesn't clean off his chin afterward, so the food particles clog the hair folicles and he gets blackheads and sometimes painful pimples. Switching from plastic to glass helps a lot, and taking away a bowl and substituting a flat plate eliminates the accidental rubbing even more.

You can take a washcloth, run hot water, rub a little soap on it and scrub your cat's chin a bit, then rinse with a plain wet washcloth to get the soap off, if he'll let you.

It's not worth a vet trip, this is minor.

Just don't let it progress to the point of infection. That would not be to good on the facial area. Keep it clean and bacteria-free. The vet can usually tell you if you should bring the cat in, or not. Watch the level of redness. If it becomes more reddened, inflamed, or looks infected, then take the cat to the vet, right away, or if the cat seems very annoyed with the irritation, or becomes less active than usual.

That is probably dried blood not dirt. It would be a good idea to have a vet check your cat. There is an infection that cats can get that infects the skin around their mouth and it will only get worse. I had a cat like that, and it took a while to clear up even with antibiotics.

If your using plastic bowels for feed & water
switch to metal bowels. The plastic sometimes
causes the acne your describing. If possible,
wash the affected area with soap & water
twice a day. If the condition hasent improved
in about a week then its off to the vet for meds.

It's fleas, and the dirt is the flea poo.

My cat gets this from time to time.

The fleas get on the chin when the cat is chasing them on it's body and they then jump to the face.

Buy some really good flea stopper and deflea it's bedding and your home.

Do you have a regular vet, if so you might want to call them first they may be able to give advise over the phone? If not PLEASE take your cat to the vet you never know what the problem might be.

clean it really well and get all the dirt off of it.
Put neosporin on it and wait a day or two, see if it gets better. If not take him to the vet.

Funny as this sounds, it MIGHT be acne (like blackheads)! The vet will be able to tell you how to clean and clear it, and keep it clear. DON'T use human remedies.
