It's to sure up weak areas. Basically there are four duties: guarding, patroling, attacking and logistics. There wasn't enough patroling, guarding and attacking in this case. As the Iraqis take over, excess U.S. troops are taken out of Iraq and then the draw down begins to previous levels or less.
