1 Timothy 1:3-7
As I urged you when I went into Macedonia, stay there in Ephesus so that you may command certain men not to teach false doctrines any longer nor to devote themselves to myths and endless genealogies. These promote controversies rather than God's work—which is by faith. The goal of this command is love, which comes from a pure heart and a good conscience and a sincere faith. Some have wandered away from these and turned to meaningless talk. They want to be teachers of the law, but they do not know what they are talking about or what they so confidently affirm.

He meant that a true leader always listens to his followers. Yet at the same time, because he IS their leader, he must not only listen to them and what they want, but he must also be able to see what is the best thing for them too.

Following them also means supporting them in the path they are on, giving them moral support and showing that the leader is truly "one of them".

So, he must both follow and lead them at the same time.

EDIT: Hope you get an "A" on that one! Good luck!

He was elected Prime Minister by the people (their will), so as their leader he must do their bidding.

Maybe he meant he must follow them, but still be their Shepherd.

They elected him because they wanted him to do their will, therefore he would wait to see how public opinion leaned before he made his policy decisions.
