Jehovah's Witnesses certainly do not use "racial profiling" for any purpose, much less to avoid sharing bible truths with persons of any particular race.
In some congregations of Jehovah's Witnesses, the summer actually provides FEWER preaching opportunities for the ministers there (who are all unpaid volunteers). While a typical Witness understands that he must engage in the ministry each month in order to be considered "active", his annual schedule might plan for him to devote the majority of his preaching activities to months with fewer secular responsibilities. Agricultural, construction, and tourism work in particular may dominate the three or four summer months.
Also, during summer months Jehovah's Witnesses have increased demands in addition to preaching in the local territories. The majority of convention planning, organizing, and implementing must be performed during the summer. Most Kingdom Hall construction and heavy renovation is performed during the summer. There is a greater need for temporary workers at assembly halls and branch facilities during summer months as well. Also, branch offices typically plan for visiting Witness groups to travel to and canvass so-called "seldom worked territories" during the summer months when rural traveling is easier and safer.
The increased summer activity of Jehovah's Witnesses should never cause a congregation to neglect its own territory or interested persons for any length of time. The questioner might consider contacting the local congregation of Jehovah's Witnesses by telephone. Where I live it's a lily white congregation and they are very prejudice here. I am Black also. Everyone is imperfect but these witnesses here are no different as far as I can see from the community I live in. Maybe you should contact a hall another city away from you, you know? I know I am surrounded by lily white kingdom halls where I live and there are no Black people here and because of many problems in the kingdom hall here.
I am hoping to move soon to a move diverse place, but if I were you, I would call up another kingdom hall that's not as near to you.
Have you tried calling the kingdom hall that is in your own area though? Something doesn't sound right. I hope it's not the same as what I am going thru presently. This is the worst here.
Edit: So, it's the other way around for you? There are some congregations that "do not shine as bright" as others and I feel the stars have gone out and they need to be shut down.

Not sure what to tell you, other than your hypothesis that someone is dropping the Ball. Let's face it, none of us are perfect. If you feel you are falling through the cracks first let me say "I am truly sorry for you." Possibly something net wise has been acting up so maybe that is where the problem lies. You might try calling an actual Kingdom Hall in your area, ask for the name of whom you are talking with, and ask for an Elder. Explain your frustrations. Hopefully this will help.
I would highly doubt it is racial. If you are truly worried that some at that congregation have yet to cast off those old feelings, try another Hall. Maybe you can get a better overall idea.

I'm sorry to hear that. I know some congregations aren't as friendly as others, just due to the personalities and background of those attending. It could just be a miscommunication.
I would call the local Kingdom Hall and speak with one of the elders and tell them that you would like a bible study. Or go to the meeting again and speak to one of the brothers and tell them that you would like a bible study. Unless you live in a small town, there are usually more than one congregation that meets in the same Kingdom Hall.
Just keep praying on the matter and I'm sure it will work itself out.

JW's are imperfect people like everyone else if for some reason they haven't come to your door I'm sure its not intentional. As for the online request I'm a web developer and I can tell you that there alot of emails that don't get to there destination. So if you really want to study I would look up the local JW Kindom Halls in your area and go there. A Saturday morning at around 9- 9:30 would be good since thats when most meet for field service.

I noticed this right when I walked into a Kingdom Hall for the first time with a shaved head, dickey pants, and a white t shirt.
I was heavily involved with rap music and when I walked in they noticed me right away because I'm 6 foot 5. They walked right up to me and welcomed me and introduced themselves. I was really welcomed and I had never been received so well in my life. It felt so good.
I asked for a free home bible study and my life changed forever. I knew I had found the truth.
I would call the Hall and request a free home Bible study or go to www.watchtower.org and request one on line and the Brothers will have the friends come to your home.
You are being drawn by Jehovah and that makes you a very special person.
Jesus said no man can come to me unless my Father in the heavens draws them.

I live in the south also. It is a fact that some congregations are not as spiritual as others but that is due to human imperfections and Satan's system of things. Is there another hall close by? If so, maybe you can try that one. If you were close to my congregation, I would love to study with you and your husband.

Some strange remarks by saying Jehovah's Witnesses deny Jesus when the bible clearly says Jesus was a deity before going to earth John 1:1 and then returning to heaven Is 9:6.
Therefore Jehovah's Witnesses do not deny it.
Recommendation, phone the local hall and leave them your contact information and time when you and your husband are available.

I'll try catching a JWs while they are out on their ministry (which is around 10am, mostly on Saturdays). I'll also try going to a KH and asking one of the Elders at the counter after meetings.
