There is no province of Toronto. Toronto is not the capital but the largest city population wise in all of Canada. It is in the province of Ontario.

It's a fictional place that exists in the hearts and minds of a lot of Torontonians. They would want the city of Toronto to be a separate province all to itself which would probably be good for them but disastrous for the rest of Ontario.
