Several foreigners who worked for this company via a work visa are now finding out the owner claimed he filed taxes for them every year but it was a lie. They don't speak much English and are now finding out they need to file taxes. He also has paid overtime less than the minimum wage and in cash- not in their checks. How do I report him?

They need to contact the IRS and the state taxing agency. Both have translators available.

Make sure that company did not employ the foreigners as contractors. In that case the employer does not deduct the taxes. Yes, he issues 1099, and not form W2.
The contractors pay employment taxes at 15.3% and are themselves responsible for the tax liabilities.

Check the IRS website. I believe there is a way to report fraud through the website. I'm sure the IRS will be interested to hear about this.
