Yes...But if you are trying to get your discharge upgraded then you will have to show that you deserve to have your discharge upgraded. You have to be like a pillar of your community and do great things before they will consider your request. I Don't know what agency you have to go to for the Navy but maybe if you use the link below for the Army Review Board then you could get the agency for the Navy Review Board.

Other than Honerable entitles you to zero veterins benefits.
The urban legand that discharges can be upgraded is a myth.
The only way to change a discharge is if you can prove there was an error.

There was no error here. You smoked pot and I know you saw the zero tolerance policy at least 5 times before you ever got to your first command.

Oh yeah. That little "RER-4"code on the discharge means "Perminantly disqualified and not enlistment eligable".
You ssn is registered at the MEPS computer so don't waste a recruiters time trying to sneak back in.

you acquire a especially undesirable discharge and that i quite frankly doubt which you have a lot risk to get it upgraded. the incredibly technique to ask for it to be regarded at isn't very complicated, yet getting _supportive_ statements is going to be particularly difficult and time eating. the different solutions have been stable, indisputably. I incredibly have given an internet site written extra in undeniable language that i think of you are going to be able to desire to look at additionally. of course, the chain of command and the release authority felt you deseved the variety discharge given...your objective is to convince the release evaluation Board that your habit or behaviour grow to be no longer that undesirable or grow to be in line with an remoted incident in a era of in any different case stable provider. you probably did no longer say if the release grow to be in line with administration separation board action or in lieu of courtroom-martial. I, frankly am uncertain that that would make countless distinction in the long-term. You had the ease of tips regardless which way it surpassed off. i do no longer think of you will want a lot success, yet I do carry out wish for you.

Only thrugh the Board For Correction of Naval Records and that would require you submit a whole lot of evidence to show that the original discharge was in error. Fifteen years of negative hair samples might have some effect.

Some discharges can be upgraded after a certain timeframe has passed, depends on the circumstances and the amount of time.
I would suggest contacting your local VA office or go to www.va.gov.
A list of their offices can be found at: http://www.vba.va.gov/benefits/rocontacts.htm

Hope this helps...

Man that sucks, its an unfortunate choice I have seen many fine sailors make. I have not met one that did not regret using drugs. However, getting your code changed is going to be hard. What you need to do is first contact the VA and if they can't help you write your congress men. You are going to need proof that you have been on the strait and narrow for the last 15 years. no drugs/police problems. And that you are very remorseful for what you did. good luck and if you need any info feel free to email me.
