Double sided heavy duty carpet tape. You will have to not only tape the edges but also make a very large X in the middle to stop it from creeping. I've used it on every type of carpet, even the hand knotted without damage to either the area rug or the carpet. That being said, you must be very careful when you lift the carpet to remove or have it cleaned. Work slowly, carefully paying attention as you lift. Having a metal ruler that you can slide between the rug and the tape helps, too. You can also purchase non-slip carpet to rug pads from most of the better area rug dealers, but I haven't had very good results using them. Somehow, I always develop wrinkles or stretch where the edges of the carpet become misshapen.

You need a carpet mat specifically for carpeted floors otherwise the rug creeps and buckles. The mat will keep it in place. There are more mats available for hardwood floors so be careful to choose the right mat. Most stores that carry rugs also carry the mats.
