One possibility could be diabetes, it is notorious for poor circulation in the feet.

OMG, I've been reading this book about the Middle Ages and people with a virulent form of bubonic plague experienced those same symptoms! Their limbs turned black and then fell off. ;-) They all died.

That's probably not what's going on today, but if you know someone with those symptoms they should see a doctor. You know, just in case.

Gangrene...if you have this, it is a very dangerous condition. This means that your foot has lost circulation and it has become SERIOUSLY infected. This is something that is usually associated with Diabetes.
