A captain can perform a wedding. As well as a Priest. But be aware that either way the person officiating the ceremony has to be recognised by the agency that the marriage certificate was issued by. Also, the Ceremony that goes with the certificate must be performed within the governing geographical area of the agency.
Sure, a boat is romantic, but nothing beats marriage on a beach , in bare feet. As for myself, I got married by a waterfall in Michigan's Upper Peninsula.
Aside from your Parents/Grandparents, who is your best friend? If you didn't answer you fiance's name, you might want to wait to get married. Always keep that in mind as you go through life!

Sure you can get married on any cruise. If you want a religious ceremony I guess you have to bring them with you.
Why don't you have a religious wedding before you leave and then have a romantic wedding while on your cruise trip.
