First, ask yourself WHY you "must win". Is it some ego-based need? Do you need to do this for parental approval? To keep up with a friend or two? If you can't come up with a reason that isn't based on ego, pleasing another, or competitiveness, don't bother running, you won't be worth doodly in the office, even something as inconsequential as homeroom representative. Only seek office if you believe you have something to give to the institution and the people you represent. If you ARE worthy of running, simply speak your mind as clearly as possible, don't try to hand your classmates a bucket of "bull". If you want to study some examples of successful speech-making, both real and theatrical, read the speech before the battle of Agincourt from "Henry V" by Shakespeare, (The movie with Kenneth Brannagh has an excellent example of it) listen to the speech before the final battle from the movie "Independence Day". Watch and listen to the Nirenberg rally speeches by Adolph Hitler, or the inaugural speech by John F. Kennedy. Don't necessarily try to copy their styles exactly, but look at how they grabbed their listeners, see what mechanisms they used to persuade their audience. True, the people speaking in each of these examples spoke from a position of power, but many of the techniques carry-over into what you are wanting to achieve..

OK - there are several strategies you can use. If you see something that needs to be done that is not getting done (the bathrooms aren't getting cleaned by the custodians or the fan in the room is broken and needs to be repaired but no one is doing anything about it) then you can identify the problem and explain how you are going to solve it. Another approach is to tell them what you will do in the first 10 days or 100 days (you pick a number) you are in office if you are elected. Before you do that you ask all your friends to help you identify the things they think are a priority for you to get accomplished. You form a committee to identify needs and concerns that you as the candidate will meet. This does two things. It helps you see things what others think are important that you are not aware of and also it helps you to have all your helpers on board to vote for you because you are going to do the things they have told you are important. This is exactly is how politics works at all levels. The last thing you could do is to form an alliance with a friend. The two of you make a pact to help each other to win the election in alternating time periods. They will help you win this time but next time you will return the favor for them by helping their campaign. The only problem is eventually you two may be running against each other. But for as long as your pact works the relationship can be mutually beneficial.
