In terms of an "ideal time" think so much of it is personal preference and your own schedule. The most important thing is just to carve out some time in your day to exercise. I lost about 70 pounds and I worked out in the evenings about the same time you mention (between 9 and 10 pm). I don't think it kept me up that long, but I was also a bit more of a night owl then as well. I usually fell asleep between 12 and 1 and got up around 7ish. Drink water throughout the day to hydrate yourself especially if you are going to be doing any kind of intense cardio where you will be sweating a lot. It is important to drink water during your work-out as well. If you are a night owl, then I say working out later in the evening should be fine. But, if you are a morning person, you might prefer the early morning work-outs if you are up anyway. I have worked out in the early mornings as well and when I do, I always feel very energized throughout the day, but for me and my schedule, working out at the end of the day was a more conducive time to keep me working out regularly.

The best time to work out is whatever feels right for you. Some people are night owls, others prefer mornings. I hit the gym at 5:30pm until 7pm, because that's when my energy level peaks. I'm not a morning person, so therefore I'm less motivated and less energized (see: less productive) in the early am. Working out this late will likely keep you up for a couple of hours, depending on how hard you train. Increasing your heart rate before bed will stimulate the mind and body.
Drinking water will not make you sick. Start slowly, sip small amounts and continue as necessary. Drink 7 glasses a day minimum, and more if you work out.

The best time to work out is when you are at your peak energy level. People usually feel tired in the morning, after lunch and before bed. So those times are not the best. You'll find that before lunch, mid-afternoon or a few hours after dinner may be best. If you're working out between 9-10PM and go to bed shortly after, you may have difficulty getting to sleep. If you're going to bed after mid-night, then you should be fine.
You should be properly hydrated before working out. This doesn't mean chug a whole bottle of water right before, because that could definitely make you sick. Just drink about a liter of water all day up until you work out. You'll want to have water on hand while you work out.

Everyone says that it is better to workout in the morning because it wakes you up and gets your metabolism working. But that is not always going to work for everyone. When I was in college I worked out at 9 pm every night. I loved it. They gym was less busy and I had plenty of energy to do it. I usually would go to be at midnight but I slept just fine. I really think it depends on the individual. You can drink water before you work out, just not too much. Bring a water bottle and drink while you are working out. It is good to stay hydrated. And as far as when you work out just try out the night time and if you don't like it then try it in the early morning. Good luck!

Wow. Lot's of questions.
Everyone has different ideal times to workout. 9-10 pm is kinda late but if that's all you have, it's ok. You should drink small amounts of water throughout your workout, carry a water bottle (better than walking to the fountain all the time).
4:30 am is a difficult time to wake up at to workout but if you can do it, go for it. Try both times and see which one suits you better.

people who work out first thing in the morning tend to keep it up longer. don't work out 2 hours before bedtime. drink some water before working out and keep sipping it throughout your workout. ice cold water will help your body burn calories. this site can help you work exercise into your daily routine.
