Not in all cases. Many of the domestic carriers in the US do not allow the 46 kilos. International flights usually allow a larger amount of luggage. Many baggage limits are determined by what class of service you have paid for. So.. There is no true "norm" for baggage restrictions on international flights. Airlines differ. You have to check with each one.
