i find that pre-ground loses the floweryness and subtle flavours real quick. then it just tastes like dull spice.
fresh you get more of that perfumed flavour.
mccormick sells little salt grinders, there's one that has black, green, pink and white pepper...the taste is incredible. you shoudl try that one out, you really get a good sense of what pepper can offer, flavourwise.

In cooking with black pepper, pre-ground is fine. But for pepper you are putting ontop of a already prepared dish, ground is the only way to go. There is a noticable difference in potency and overall flavor of fresh ground, versus pre-ground. In cooking process, the flavor and oils in pepper are allowed to come out, so doesn't make much difference, but a good course ground pepper on salads, side dishes, or steak is wonderful.

YES: If you can't tell the difference then... OK lets be reasonable.
When you grind a spice it lets air in and volatile compounds out. The air oxidises the compounds and the pepper dries out and goes stale.
If you have old peper corns and you grind them you will notice no difference.
If you have fresh(-ish) pepper corns and grind them compared with old ground pepper you will notice a lot of difference.
Freshly ground pepper will have a spicy hotness and lemony fragrance that will be lost after time.
So get some free peppercorns and grind them.

I've noticed fresh ground pepper is a little more potent. Also depends on how fine or coarse you ground them.
