Some birds don't like water and some do. I don't know that you can change that but it is good for them to have a bath. My Blue and Gold Macaw hated water but I would put him in the tub and gently pour water over him. With a smaller bird I would mist him with a spray bottle.
Leave your bird bath in the cage. He might surprise you by taking a bath when you aren't looking but you wont be able to force him to use it.
My Umbrella Cockatoo loved water and would take showers with me. You just never know. It's up to the bird.

Some birds never go in a bird bath. It may be just a matter of time and patience till he gets used to it,but he may never go in it.You could try placing a toy in there (without water to start with) to encourage him,but don't try to force him. Failing that try a shallow dish/plate,which some birds prefer,or spray him with TEPID water. Always make sure the water you use is tepid, and only let the bird bathe in the mornings allowing time to dry thoroughly before bed time....

I've never had too much luck with those hang-in-the-door bird baths. I used to hang bunches of spinach or carrot tops, dripping wet, in the cage. All bathed and ate. It looked like fun!
You might try putting a small plastic toy, or a piece of lettuce in the water, to capture your birds interest.. Good luck.

I would put one finger in the bird bath, to encourage my parakeets to get in the tub. I had two that loved, the tub, one I adopted as an older bird, and he would stand outside the tub and flutter, but was afraid to get in the tub, so I had to mist him. One would hear the water running, and would fly to me, I would cup my hands and let the water flow, she would get in my hands and take a bath. All birds have their own personalities.

Who knows what really goes on in their little heads? My Aunt raved about this fuzzy bed she gave her love bird, I worried my old Apartment is drafty so I got one big enough for my two budgies. Four months later they have never gone near it, not even to poop on =).
I let my birds out to fly in the morning and I leave a champagne wide mouth glass out with clean water and they love that. They also like like a spritzing from a mister with a drop of Doc Bronnor's hemp soap in it on really hot days.
Good Luck!
