Gunner is correct. Once you get to a point where the ribbons start to go under the lapel the next row is shortened. For example, from the bottom you would have a row of 4 ribbons, another row of 4, another row of 4, then when you get to the lapel you'd have a row of 3 then another row of three then a row of 2, ect. ect. until you run out of ribbons.
