Not a Military question, but I will answer it anyway.
The Chief and Assistant Chief of a volunteer fire department are normally selected/appointed by the Board of Trustees of the Department. Normally a volunteer department will be made up of a Fire Protection District, with a tax base to support it. The Trustees are elected to represent that District, and handle the administrative part of the department.
