i got a mikomi web cam that seems to work fine so i say it should be ok for a budget tv.

As Mikomi is a derivative of store brand, it's nothing too grand. Still, TVs don't require anything too special as far as technology goes (unless it claims to have a Freeview tuner/receiver built-in or something like that) -- a basic CRT (cathode-ray tube) for the screen, and basic speakers for sound, plus standard connections (e.g. SCART / co-axial (aerial)) -- so brand shouldn't really matter much.
Once you start looking at a TV with extra features or incorporated technology, cheaper brands will mean cheaper "bits 'n' pieces" inside, which may not work as well.
If you have CABLE TV (Virgin (ntl/Telewest) / Sky) your signal shouldn't be a problem; if you use an antenna or aerial, the picture will depend on the signal, which will depend on reception in your area, and the strength of the *receiver* (i.e. NOT the TV, unless it's "built-in").
So ultimately, an inexpensive, non-major-brand name TV should be fine, for your basic purposes.
Be sure to KEEP your RECEIPT and the BOX it came in, with all the stuffing (polystyrene foam bits, plastic bag wrappers, etc) and take 20 days to evaluate it. If you hate it, return it in full packaging for a refund.

If you want good picture quality and good sound quality, then no.
If you just want something cheap to watch soap operas on, then yes.
Remember, "Buy cheap, buy twice".
