Formal attire for Wal Mart would be anything covering all privates along with some sort of "shoe".
As far as what is acceptable at Wal Mart, well just about anything. I mean just look at what their employees consider acceptable and go from there. There is no shame at Wal Mart!!

Dress as you normally would if you're going during the day, but at night, the dress code changes: Proper night-time shopping attire includes slippers, jammies, curlers in your hair, maybe some cold cream on your face and a robe if you'll be shopping in the frozen foods section. Please keep your robe tightly closed if you intend to wear nothing underneath. If you don't have such an outfit, please make sure you have several alcoholic beverages first. Discuss feminine care products at the top of your lungs with all your buddies and laugh at things that are only funny to you. Make sure everyone around you can hear because you wouldn't want them to miss out on your comedic genius.

Formal attire includes a tux for the gents or a gown for the ladies.
At Wal-Mart, though, you'll be fine in sweats and flip-flops.

You don't need formal wear for Wal-mart. Shoes and a shirt will be fine.

wow. NO wonder I don't care to shop at Wal-mart. Also, in my neck of the woods, the Walmart patrons don't park in the parking lot. They parkin the loading zone, the fire zone and up on the sidewalk.

for women: faded tank top with a worn out bra that allows the 44DDs to hang to knee level. jeans or shorts must be at least 2 sizes too small. sandals or flipflops that are run over at the heels. fingernails and toenails must have chipped nail polish. hair must be overbleached or have a dye job that is at least 2 months old.
for men. jeans that allow your beer belly to hang over and hide the belt buckle. stained t-shirt with the sleeves torn out so that your tats can be seen. (tats need to extend from the wrst all the way to your neck) hair on the back is a good touch as it shows everyone you have a masculine appeal. black or brown steel-toed boots and a dirty ball cap completes the ensemble.
this attire may vary from region to region, based on local custom and weather condition...

It really depends if you are in Texas probably a cowboy hat and a straw in your mouth, in alabama pregnant and barefoot, in san francisco guys usually wear womens clothing or chaps with no pants underneath, in florida a thong bathing suit.

It's Walmart. Just don't be a hick and wear tight tank tops with your belly sticking out and jeans that you personally took scissors to.

I have seen adults wandering our local Walmart in their slippers and pajamas, very low class trash!
