your mother should avoid fat as much as possible because the gall bladder secretes bile, which helps break down fat. The less her body has to make bile the less she will suffer from pain. So, you need to be reading labels of what she eats and look for fat content. It is measured in grams. Finding out how many grams she can tolerate may take a little time, because every situation is a little different.
I think that I would try a diet with maybe10 grams of fat, if it were me, and work from there If she can eat this much without pain, nausea and vomiting, and/or diarrhea, then you could go up a Little at a time, but no more than a gram at a time. If she can't tolerate that, work down until she can handle it.
I don't know your mom of course, but controlled diabetes and controlled high blood pressure are not necessarily something that would make surgery unsafe. A lot would depend on how healthy she is otherwise - heart, lungs, kidneys, liver.
By the way, many people with diabetes also have high cholesterol, so a low fat diet should help with that, too.

Although most of the answers thus far offer adequate advise for the gall bladder problem; there is another condition ignored. You also mentioned she is a diabetic. Both conditions exasperates the dietetic problems of the other. The doctor treating your mom will either have nutritional suggestions, or can refer you to a registered nutritionist. Professional nutritionist can take all the factors in consideration, and provide a diet that is both nutritional, and appealing. I wish you the best. God bless

No tomatoes or things that can cause gas, like fresh broccoli or cauliflower. Also, she should stay away from spicy foods.
That's what my doctors told me before I had mine removed. I am sorry she can't have the surgery. It is no fun to have gall bladder problems.

If she has pain related to her gall bladder then she needs to have it removed if she wishes to maintain any quality of life. Gall bladder pain can be excrusiating.
Fried foods are bad for patients with gall bladder issues, or with no gall bladder. Fats, etc.

Aside from the fatty foods, anything with cornmeal and high acids (tomatoes, oranges, etc...) should be avoided. The doctors should have a list of foods for your Mom to avoid.
