Are you sure she wasn't talking about a State mandated insurance she was required to carry due to her driving record? Thats the only thing I can think of. May be an SR-22.

Right. You screwed yourself by not doing the police report thing. I can tell you, the US government isn't quick to deport illegals. Even after they commit crimes. The case is in review, because this guy was a regular operator of the vehicle, but not a listed operator, and not licensed - in other words, the insurance company isn't on the hook for the damage. They're going to deny your claim. It's not true, that 'anyone' driving your car with permission is always covered. There are LOTS of exceptions to that, and I think you've run into one (no pun intended). See if you can file the police report now, after the accident. You're going to need it, for when you have to sue the driver in court, and the owner of the car, for the damages - because I think that's the only way you're going to see any money.

I own two cars, both are insured to drive, sometimes I take one off the policy to save money when it will not be in use. My insurance also alows me to drive any car owned by someone else as long as I have insurance. If you don't own a car, then the person who does own the car must have it insured and you are good to go. What ever car you drive must have insurance on the car, not necessarily on you.

It is possible she meant though her loan company. If you do not insure your car, who ever finances it will buy insurance and add it to your loan. I found this out though a mistake made either by my insurance co. or the bank.

In Manitoba we have $200,000 liability coverage (compulsory) on our licence, to protect us in the event a car we borrow or rent turns out to have suspended or cancelled insurance we are unaware of. That is only possible because we have a government insurance company. Your aquaintance is mistaken.

Perhaps you should call your insurance company and ask about it. If they don't have an answer for you, call the licensing office where you got your license.

The department of motor vehicles does not sell insurance in any state that I know of. She would have insurance like everyone else.
