can i view these files on my computer or do i have to burn it to a cd. Also is there a free program that will help me open them?

Both are formats that "image" a CD (copy a cd and make it into a file for storage or burning) nero (a popular burning software) can handle the iso file otherwise you can use imgburn (free) to burn it. i dont think anything other than MagicISO can burn the uif file

The iso file (and I believe the uif file) is an "image" of a CD. You have to have a CD burning program such as Nero, PowerISO, or Roxio to be able to use the files. They will read the information in the file, and then make a perfect copy of the original CD from which the image was made.
Try checking http://download.com and search for "cd burner" or "iso". You will probably find a free downloadable sftware that will use the file(s).
