What exactly is it? What does it do, and how does it help people? I'm doing a project for school and information on this would greatly help. If you're wondering, the website is http://response.restoration.noaa.gov/

Coastal areas are greatly impacted from both coastal and inland activities. This "office" is into ecological restoration of those areas. Usually that translates into restoration of degraded areas and conducting research to improve upon past efforts to make the course of action taken for any given area more productive.

The website has an "about the ORR" section that explains this agency's purpose with the following bullet points:

* provides scientific and technical support to prepare for and respond to oil and chemical releases;

* determines damage to natural resources from these releases;

* protects and restores marine and coastal ecosystems, including coral reefs; and

*works with communities to address critical local and regional coastal challenges.

That's a lot of work for one agency. I don't how well funded it is. That would be a great area to start. What is their budget, and how much of that budget is for research, for restoration, etc.

This agency does three main things: (1) helps direct emergency clean up of chemical spills in the ocean, estuaries, and freshwater environments used by marine species; (2) determine the costs of clean up and economic losses of commercial fish species from an accident that causes pollution; and (3) collect fines from companies or people that spill chemicals, and then use the money to finance restoration of the damaged areas.

How does this help people? It helps people by conserving marine species and coastal environments that people value for recreation, scenery, aesthetic values, and fishing. The sport and commercial fishing industries in US coastal areas employ thousands of people whose jobs can be lost when pollution kills or poisons fish. Clean up and restoration of the damaged environments re-establishes fishing areas and the jobs that go along with fishing.
