Never thankful? No one, really.
Always thankful? I can't say that I have anyone who is always thankful, but there are those who are thankful most of the time.
Neighbor in heaven? Since I haven't been able to come up with someone who fits either category, I guess I'll live neighborless, lol!
Edit: Okay, lol!
Hmmm....Kerr will have to be the first one, at least she's thankful for the nice things I do.
For the second, I suppose my real life neighbor who I've tried many times to befriend. She is just impervious to my charm, it seems.
As far as neighbor in heaven, I'll go with the second, because I wouldn't want Kerr to be my neighbor, but living with me.
Edit 2: Wait, I got them switched around: Kerr is the always thankful one, my neighbor the never thankful one. Uncle, it's too early for me to think, lol!

1. I have a neighbor who never uses a weed-eater, or makes any attempt to clean her side of the fence, which happens to be my fence. Her neglect is causing damage to my fence, and as she is a single mother, I pay to periodically do her side of the fence. Never a word of thanks, or even an effort to keep the work to a minimum by a little weeding. I don't like it, but I have yet to lose a nights sleep over the matter.
2. My twenty nine year old son is grateful for the least favor or kindness shown to him, by me, or by anyone else. If he even thinks he might have said something that sounded disrespectful he is on the phone to make sure there is no misunderstanding. He is a manly man who has been called a "Mama's Boy," and has learned to say "So what?"
3. There won't be any weeds in Heaven, and other than a few quirks, my neighbor seems to be a good mother and even when she plays her music too loud, I like her taste in music. She throws in some classical Spanish guitar, which I appreciate. I could handle her as a neighbor in heaven. We can laugh about the weeds! My son is the apple of my eye, and his daughter is my heart. Nothing will separate us.
4. You did not ask, but I am saying: I think you would make a great Heavenly Neighbor. Your "wall" impressed me, and I bet you already know,"Good fences make good neighbors."

3. Lets, see, I would really want the ungrateful person to be my neighbor in heaven. . . . ??? I don't really get what you are trying to get at. Let me just say if it is many of the Christian people I know who are going to heaven, while other good people go to hell, I think I will take hell.

i think it's all about appreciation.
my son never seems to appreciate anything i do for him...it's as if he thinks he's entitled to "whatever" because he's my kid.
on the flip side is my daughter...she is genuinely thankful for any help i give her, and often helps me in return.
i think they would both be my neighbors, but it won't matter. from what i've read there won't be any wants or needs or family ties for that matter.

My hubby - I could clean the entire house but for one closet and his reaction would be "Why haven't you cleaned the closet"
My son - thanks me after meals, on payday asks if I need money, is generally appreciative of anything I do
I don't think we'll have "neighbors" in the after, but of course, my sons if there's a choice
