I hope this wasn't from a rival - $2 bills are considered horridly unlucky.
Although the legend includes exact change for prostitutes, late night horse-race betting etc. I suspect it was born from people making mistakes when making change - much like the Susan B. Anthony dollar coin - that was the same size as a quarter.

Had it been $36, that would have meant "Chi for Two"
Chi means 18 in Hebrew numbering and it also means "LIFE." Jews often give gifts in multiples of 18 for that reason. So $36 would have explained it. But for $38, well perhaps they counted wrong.

Maybe to signify luck? I know at one point they were considered bad luck, but I saw them all the time when I was stationed in Germany. Sometimes people give them as gifts, just because you don't see them very often these days.

It means you have $38 more than you did before. $2.00 bills are not worth anything more than face value and probably won't ever be worth much more. Especially since the treasury just issued new $2.00 bills a few years ago.
