read english novels... that helps a lot....
try to speak as much as u can in english.. the more you make mistakes the more you will know what is wrong and what is right... grammar can be best improved by speaking...
see english movies... and news... read the newspaper...
try and write essays.... that helps you to process your thoughts and put them in a specific order....
and to start with... ur english is already much better than some of the people on yahoo answers!
not to forget... make www.dictionary.com ur best friend... thats what i do... and open up the thesaurus as frequently as possible too, its included in this site... any word u dont know the meaning of.. type it into this site... its easy coz u dont have to look through pages and pages of words...
best of luck!

P.S. please dont get carried away... knowing your own mother toungue is as important as knowing english... dont be ashamed of ur accent.... the british have theirs, the americans have theirs too... but when we indians have it... people go crazy.... be proud in the way u speak.... i have been living outside india for 2 years... but i havnt changed slightly the way i speak english... indians have better grammar than most of the rest of the world..

"Accent", "Vocabulary" and "Spoken English" are three different things. You have to learn them in different ways.

Accent

You should give it the least priority and have your own. I second the answer from "Proud 2 b Indian". Nobody bothers about the accent as long as you can communicate.
In fact, if you are not speaking in your native accent, it looks odd to others.

Vocabulary

Helps you pick the right words to speak at the right time. To increase your vocabulary, take the help dictionary. Read a lot of books and listen to prople talking.
Everytime you read books or listen to people talking, make it a habit to remember the words, get back to your dictionary and check out the word, its' meaning, origin and usage. I have noticed that when you learn the origin of a word ( which is interesting), you will rarely forget it.

Try to use this word the next day in a conversation, so you will remember it when you need it. Keep a book where you jot down these words.

Speaking it

The best excercise I know of, is to try and narrate incidents, stories, etc to your friends, family or kids, completely in English. You will find it hard initially but you will pick up fast when you do it regularly.

Do it in front of somebody who helps you correct your delivery and prompts you only when you are really at a loss for words. Your vocabulary development helps in here and goes hand in hand.

Hope this helps
Good Luck.
