Your sister either has a urinary tract infection or shocked kidneys. Shocked kidneys is when you drink alot of sodas and forget about your water. Even though her urine isn't burning or causing pain she can still have a UTI which also affects the kidneys. You know its the kidneys when the lower part of the back and the stomach starts to hurt.
TREATMENT: if shes taking antibiotics and pain killers you defiantly need to make sure your getting enough water in your system. Lets say she has kidney stones? Drink water!! its a good chance they can pass threw your system without you having to get hospitalized. Cut back on the sodas. If your going to drink something thats not water drink cranberry juice. I have this kind of happen to me once a year and its always the same thing.

Sounds like it could be some type of intestinal parasite - like Girardia, or some other organism that doesn't get killed off completely by most antibiotics. Some parasites form cysts that incubate for a month or more, so antibiotics kill all the adults, but not the cysts. So, the problems keep popping up after the cysts mature.

I had the exact thing happen to me on and off for about 6 months, probably from swimming in contaminated water when i was camping at a lake. After problems came back after a couple rounds of antibiotics that worked at first, I finally went to a Gastroenterologist who speculated that I had an intestinal parasite. He gave me several options: (1) run stool culture and see what shows up, then treat; (2) endoscopy- run a scope up into the colon and take a look; or (3) blast the colon with a super-powerful antibiotic cocktail for 3 weeks, which kills everything that can be killed with antibiotics He said that finding a parasite in options 1 or 2 usually lead to option 3 anyhow, so I went for the major antibiotics (Cipro and metronidazol). That cleared things up once and for all.

The doc also said that the endoscopy is the only sure way to diagnose something like this if the problem is not a parasite or infection.

Has a doctor checked her for "kidney stones"? The stones shift around and the pain can feel like it's in the stomach area or lower back area. If she does have kidney stones, she could pass them thru her urine without even knowing it. When the stones are moving, the pain is more severe.

Has she had a CA-125 blood antigen test? Any CT scan? Although she may be OK, there could be something seriously wrong. Maybe she should try another doctor. Good luck!

Oh, wow. I feel so bad for you. Fortunately, mine are pretty mild. But when I do have bad cramps, I eat dark chocolate. I know it sounds really..out there, but it works for me. Hope you feel better. :)
