Working from an assumption that good and evil exist and can be defined, and accepting a vague definition of good as that which creates more than it destroys and evil as that which destroys more than it creates, then no, we don't need a balance. We need to better ourselves as a society and make choices that result in the advancement of good and the elimination of evil.

Throw out the initial assumptions and replace them with the reality of subjective human experience, and the question becomes a lot harder to answer. An easy but unsatisfying answer is that we need a balance of "good and evil" in the form of tolerance, otherwise we end up with genocides and other atrocitites.

What we need is water, food and sex and sex is optional depending on weather we choose to continue existing. Everything else is wants. If you feel balanced by being half good and half evil then that is your rite.
