I like this guy he likes me we have been talking for 5 years ive loved him for four hes loved me for 3 but he wont ask me out because my mom dont like him is that being respectful or is he just lying to me

He may be being respectful of your mother and trying to save you the hassle of dealing with her displeasure.
You don't actually say why she does not approve of him. That might give a bit more insight as to why he has not asked you out.

He is lying to you, this guy isn't interested in going out with you or he would have asked you years ago,then busted a gut to get your mother to like him.... apparently he doesn't care that much.
