I thought it took a little more to be Roman than being born somewhere.

Not all Roman citizens were born as Roman citizens. Some bought their Roman citizenship. And not all Jews were Roman citizens, but Paul was a Roman citizen because his Jewish parents were Roman citizens.

Roman citizenship was extended by granting it to local politicians and magistrates throughout the provinces. But the greatest proliferation of Roman citizenship occurred in a.d. 212 when Caracalla (a.d. 211-217) freely made citizenship available to all free-born people within the Empire by means of the Constitution Antoniniana. Saul of Tarsus was a tent maker like his father before him so his dad was probably either born in a province of Rome, part of a Jewish community established by Antiochus Epiphanes or had purchased his citizenship and bequeathed it to his son.
