It's going to depend on the type of bike you want, where you live and what kinds of deals the store can get. I bought a 2005 model in 2007 that the shop bought when the manufacturer cleared out a warehouse.
The summer bike season is almost if not already over. The Trek store around here is now starting to get in the 2008 bikes, though I have seen no discounting on the older models. One of the local bike shops around here has multiple older-year models in its storage facility. The best thing to do is go to your local bike shop and ask what they've got and how much they would take for it. If they quote the MSRP, go somewhere else.

To some extent, you get what you pay for, but in a bike shop, you also pay for a better level of bike assembly and adjustment when you purchase, and you also pay for after sales service that is non existent at Walmart. It isn't much fun to ride a bike that needs repair the day you buy it, and will need much more maintenance to keep on the road. When I started cycling over 35 years ago, a cheap bike from a store like Walmart cost about $50, which in today's money would be almost 10 times as much. How good do you think a $100 bike could be today? The answer? Not nearly as good as the $50 bike all those years ago. If you actually want to use and enjoy your purchase even $300 may not be enough

Right now, with the Interbike Trade show coming up soon, now is a great time. Most but not all dealers are wanting to unload the 2007 and older bikes they are sitting on as the 2008 models come in. A good dealer will even check the factory inventory on models they don't have on their showroom floor. Unfortunately certain models might be totally out of stock.

I may be willing to part with my bike which I used in my first Triathlon last year (Dave Scott Texas Man Olympic Tri, Dallas, Tx). I haven't ridden all of this year, and don't see where I will be starting soon. I bought it from the local bike shop and put relatively low miles on it (Didn't train that hard for the tri). If you are interested, give me a shout, and I will give you the details on the bike to see if it's the right size for your hubby.

Actually, right now is the time. The bike model year runs early so they are already starting to see a lot of 2008 models come in. When school is back in session and sales slow down, shops look to get rid of 2007 rides right about now.

RIGHT NOW!!!!
Seriously, next year's stuff starts showing up around September, so shops want to sell the rest of this year's stock to make room.
if you miss out on the September sales, remember that March is also a great time to get a previous year model at even better savings, but you might have a harder time finding the bike and/or size you want.

Begin shopping now. See how much left over in the model you want is there. You may actually stumble into a left over 2006. That would be a sweet deal. I bought a "last years model" clear into May of this year. So you have to get out there and see what is around you.

It depends on the shop, whether they have old stock etc. Aside from that, now until mid winter is off season for shops (at least in the MI where I live) This may not pertain to s. cal, fla, AZ etc. where you can ride almost year round. I'd go looking now see what's available.

actually, right now you may be able to find last year's models marked way down
if a local bike shop knows you are serious about making a purchase, they will let you know when the clearance sale will be happening
