It's not a good idea. I tried that once and all it did was split and crack the nail. It was painful for the dog and not good for me knowing that I inflicted unnecessary pain.
Get yourself a good pair of clippers that were designed for dogs nails. Your dog will be much happier.

No. Get a nail clipper from the pet store - you can't use human clippers on them. The first time, it's a good idea to have a vet or groomer do it. Some of them will show you how for an extra fee. Some dogs REALLY hate having it done and will bite you. With white nails, you can see the quick - it looks pink. Don't cut into that or it will hurt and bleed a lot. You can trim black nails a little bit at a time. You will see the inner core is white and sort of crusty. When the core turns to more of a solid black , you are just about to hit the quick - it will bleed if you cut past that point. You can get a product called Kwik Stop from a pet store - it's a powder that will stop the bleeding instantly if you do cut too far. It stings a bit, so don't be surprised if the dog objects! If you don't have that, you can jam the nail into a bar of soap. Doesn't work quite as well. You can also consider using a Dremel tool with a grinding wheel - just don't hold it on too long or friction will make the nail too hot. One easy way to cut a big or nasty dog's nails is to run his sturdy leash through a chain link fence (around the post) and pull him up snug against it. You pretty much have to use a choke collar - not to choke him, but to keep him from backing out of the collar.Then, just keep clear of his teeth and trim away. Try to make it as pleasant as possible for him - give him treats, don't cut into the quick, praise him when he's not trying to bite you. We did this with the guard dogs that sometimes stayed at our kennel and no one ever go bit. I prefer not to tranquilize a dog unless absolutely necessary.

Scissors are a bad idea.
Regular people nail clippers may not even be able to get around the dog's nail, unless its a tiny puppy or small breed.
Why can't he walk on his foot? Is there something stuck between his pads like a burr?
Nails take a while to grow too long to where the dog has trouble walking on them. That's plenty of time to find the clippers or get new ones.

If depends on the size of your dog. If you have a small dog, regular clippers should work. If your dog is medium or large, his nails are probably too big and tough to use human clippers, especially if you're talking about the kind with the little handle you have to turn around. I'm a little concerned because you say "he can't walk on his foot now". If his nails are so long that he can't walk, I'd suggest you take him to a vet or a groomer and have a toe nail trim done, it doesn't cost much, and if one of his quicks is nicked, they have the stuff to make it stop bleeding. If it's only one foot, he should probably see a vet. Maybe he broke a nail (which really hurts), or something else is wrong.

Yes you can use regular nail clippers. I would definately NOT use scissors though. For the nail clippers, it will depend on how thick the nails are. My dog is a Chi/Poodle mix. Her nails are clear and not too thick so the nail clippers work fine. If your dog is a large breed with thick nails the dog nail cutters may be best. Good luck.

Sure can. They work great only problem is if it is a large dog they wont cut evenly. I find that the nail clippers for humans leave them a little bit cleaner of a cut but if they are rough you can file them down with a nail file and if the nail clippers dont work you can even use a nail file to get them down a bit. Use clippers specifically for dogs. Regular clippers for human nails are designed for just that - human nails.
Buy a spare pair and keep them somewhere you'll not lose them.

You shouldn't use human nail clippers because they aren't shaped like a dog's nail and scissors are definitely not a good idea. The dog nail clippers are so that it takes of the nail at the proper angle.
