There are closed seasons on certain fish at different times of the year - baramundi in the breeding season for instance but these are all spelt out on your fishing licence or on pamphlets available at all fishing tackle shops.

You usually don't need a licence for ocean fishing but you do for rivers and lakes in NSW and some other States. Fishing licences are not expensive. You can get them at fishing tackle shops and post offices. Just ask in the shop and they will tell you everything you need to know.

Some fish, the eastern cod for instance, are completely protected everywhere. If you catch one you must release it immediately.

Alll year in the ocean. Most of the year in the rivers. Australia is such a big place and the fishing is so diverse, it's a hard question to answer (like Barramundi or Trout?)

Fishing licences cost a fairly nominal amount like $20 for three years or thereabouts depending which state you're in.
